On the assumption that something was wrong with my local account, I started unsetting CVS related environment variables. Eventually, I found one that seemed to cause the problem. I had CVS_SERVER set to "env LOGNAME=sharkey cvs" which is different than the default of just "cvs". This setting works with the CVS server I use for work but the Source Forge server balks on it. I think it must be a security setting that they don't allow CVS accounts to access any executables other than cvs. I've had this variable set in my profile since 1996 at least, and I had forgotten all about it.
