I don't have macos 13.1 installed, but I would think that Gutenprint should work.  In macos 12.6.1 Monterey, I added a file printer using the Canon MX860 driver.  I did not experience the dimmed out Print button.  I would suggest that you use the System Preferences ---> Printers & Scanners, delete any print queue you already have for the MX860 and add the printer again.

If you are using one of the newer computers that has the M1 or M2 chipset, you will need to have Rosetta installed.  Gutenprint is a set of drivers and not an application so you would not be prompted to add Rosetta.  You would need to install Rosetta using the Terminal (Applications/Utilities/Terminal.app.  Enter 
sudo /usr/sbin/softwareupdate --install-rosetta --agree-to-license and hit Enter

Enter you administrator's password when asked and hit Enter.  Nothing will appear on the screen as you type it.
