CUPS (via IPP everywhere) can only display options that the printer 
advertises.  IIRC, under Windows (and possibly MacOS) Canon doesn't use 
IPP for wifi-based printing.

If you are using direct USB connection then Gutenprint will work fine, 
including providing an option for borderless.

Another option for printing via wifi is to use the 'selphy_go' tool.  
[1] I don't know if it works on the CP1300, as it uses a custom canon 
protocol that may or may not still be present, but it allows arbitrary 
jpeg files to be printed via the cmdline, including bordered/borderless.
