Unfortunately, those files can't be bundled with Gutenprint for 
licensing reasons.  Did you grab the most recent release (5.3.3) or a 
newer snapshot?  I'd recommend the latest snapshot:

  https://sourceforge.net/projects/gimp-print/files/snapshots/gutenprint-5.3.4-2020-05-02T01-00-1610ac92.tar.xz/download

Then grab this:

 http://www.shaftnet.org/~pizza/selphy_print-src-b251-g9269194.tar.gz

And run this:

 tar -xzf selphy_print-src-b251-g9269194.tar.gz
 cd selphy_print-b251-g9269194
 cd lib70x
 make

And finally as root:

 make install
 echo "/usr/local/lib" >> /etc/ld.so.conf
 ldconfig

Should work fine after that.

I should mention that the CP9800 has seen significnat enjancements 
recently, so the output quality should be comparable to the Windows 
drivers.. but the catch is that you will be the first to test any of it.

So please let me how it all works in the end..
