Gutenprint has not been tested with that system.  However, the most likely problem is you Security setting.  Open System Preferences --> Security.   Make sure the choice for installing software is set to App store and identified developers.  The Gutenprint installer is properly signed by a recognized developer for mac os software.

I have opened a ticket on this issue and assigned it a level 9 status.  Without resolution, no users of macos Catalina will be able to use Guternprint.
