Photoshop Elements only showed the bare minimum print window as shown in the original post.  In addition, all other apps only showed "Printer Features" with no way to get to the other settings.  I too am running mac os 10.14.6.  I will not be available this coming week or have access to my computer for further evaluation.  Obviously, something is wrong.

I've opened https://sourceforge.net/p/gimp-print/bugs/722/ on this.
It's at priority 7 rather than 9 because there's a workaround for most
people, continue to use 5.2.15.
