I'd forgotten about that.  It is possible that may be the problem as I have never seen the error message that was quoted.  I haven't installed Catalina, and am not planning to do so for a while as I don't have any test computers.   I know that all apps must now be 64 bit which was certainly a factor in Gutenprint dropping all 32 bit binaries.

Gutenprint has not been tested with that system.  However, the most likely problem is you Security setting.  Open System Preferences --> Security.   Make sure the choice for installing software is set to App store and identified developers.  The Gutenprint installer is properly signed by a recognized developer for mac os software.
