[Gimp-print-devel] CUPS builds

I'm considering making --with-cups be the default (as opposed to
automatic), and if CUPS development bits aren't present, erroring
out.  One would need to specify --without-cups explicitly to do a
build without CUPS.

This is because it seems to be pretty common for people to try to
build Gutenprint without CUPS, and then wonder why it isn't being
installed.
