I had a look and it seems the Develop INEO series is the same as the
Konica Minolta Bizhub series.
So you can look at the specs, and find printer drivers for the KM
Bizhub 164 and its high-end model, the 184.

it is not clear if there is any emulation, just GDI.

As for Develop, I did not find any specs on the 164, but I did find for the 163:

Controller
Standard: Embedded GDI controller
Optional: PCL-controller IC-206

Emulation GDI
IC-206: PCL 5e/6

Assuming the 164 works similarly to the 163, if you have the PCL
controller installed, you can use PCL 5e/6 driver to print, although
you would not have access to the full printer capabilities without
knowledge of the PJL commands needed, presumably.
Apparently, you could use the HP Laserjet 4 driver which is a PCL driver too.

The PCL driver in gutenprint is unmaintained, you could try it for B/W
printing though.
Alternatively, the generic PCL 5e/6 driver in ghostscript should be useful
