There's a plugin floating around somewhere to support running
Photoshop plugins in Gimp on Windows. Hypothetically this could
be ported to the Mac?

Complications include:
* Photoshop SDK is no longer publicly available. You have to
register as an Adobe developer, and *ask them* for permission to
use the SDK. They can say no. This is widely seen as an attempt to
muscle out competing programs which are compatible with their
plugin interface.

* I think I've got the older SDK on my old Photoshop 5 or 6 disks,
but those were pre-Carbonization of Mac Photoshop. The interface
might be wonkily different.

* I don't really have any Mac photoshop plugins to test with.

Lowering priority as this isn't terribly likely without some fun work.
