#4 Administration page

We need an administration page that edits settings for
the employees governed by the administrator. We can
probably reuse the users-on-the-left,
user-info-on-the-right of the gift page.

The settings to be edited would include the user's
permissions (can an admin give a user admin
permission?), changing passwords, adding a user,
adding a group, editing the group members, ...
