#169 GifQuantizeBuffer function prototype mismatch

Hello,
in git head (and 5.2.2) the function prototype for GifQuantizeBuffer() in getarg.h does not match the declaration in quantize.c - The "const" qualifiers for the three GifByteType input arguments is missing.
