small fix: added utf-8 support to tables.sql and fixed small bug in importlangz.php

Hello,
I have released 0.1 alpha version of GGTT. It is now functional but it still needs work.

I have uploaded everything I have finished till now. There is only admin part uploaded/done. I'm short with time but as soon as I find some free time I'll continue developing ggtt.

note: You can import languages from list by calling importlangz.php
