ggivnc 0.3.0

This release fixes a buffer handling problem with the 16-bit hextile decoder.

It also adds a tight decoder, a popup menu (F8) to perform some common actions, window resizing and support for the mouse wheel. There are some other stuff in there as well, so be sure to get this release ASAP.
