Fedora workstation should be fine. The README file contains some notes about building, installing and running things. If it would be helpful, I could include some pre-built rpms for fedora in the next release.

The Graphical Forecast Editor does not run on windows. So, you will first need to install Linux. I recommend Fedora linux.
