GetGnuWin32-0.6.17 is released

Dear gnuwin32.sourceforge.net users

Due to changes of the web interface at sourceforge.net a corresponding
update of getgnuwin32 was needed. Ruslan Gainutdinov not only realized
that, but applied immediately a working patch. Many thanks!
