I couldn't use the tool at all because it didn't download anything -- i think the tools is broken because of web interface changes in the Sourceforge website
I found the solution in the "open Discussion Forum"
There's a patched download.bat file
the file list https://sourceforge.net/project/showfiles.php?group_id=23617 is completely out of sync with the format expected by download.bat. Download.bat searches that URL for a table called "Latest file listings", but there is none today, so to make things worse, download.bat thinks the download has failed and starts to download the file again several times.
Don't work! I don't know how to run download.bat, because it repeat download again and again, index.html & index.html.1 & index.html.2 & index.html.3 & index.html.4 ....

I was unaware download.bat stopped working until I received an e-mail this morning. I'm looking into it. There was a patch that I sent to Mathias in June but it no longer works.
