#26 If exclude.txt contains all packages, *none* are excluded

As a first step, I excluded all packages using exclude.txt, planning to comment out the ones I decide I want. Unfortunately, this caused all 449 packages to be downloaded by download.bat! If I comment out just one or more packages in exclude.txt (so they're allowed), I get just those packages (as expected).

I realize my use-case may be slightly unique, but I suspect download.bat needs a little logic to check if there are any files to download before it proceeds.

    Yeah that's pretty unique. I'm sorry but I don't have the time to adjust for that case. Thank you for your report though I'll keep it mind should I do any future work in that area.

    Thanks for your report. This project survives for legacy purposes and further maintenance is limited. I acknowledge this is a bug but it's too much of a corner case to work on. I'm closing as wontfix.
