Without a doubt gerbv is the best gerber viewer, although it lacks updates on recent features like gerber X2 and support for milling files, and is too rarely updated. Unfortunately the last commit is almost 2 years ago, see: http://git.geda-project.org/gerbv/ Probably the few developers have little time to follow the project and it is a real sin.
