The use of a Graphics object means that this cannot be in core, there are 
too many other types of renderer that will not use a Graphics object:
J2ME
Java3D
SWT
Audio - (I have recently come across a 'sound effects' map for use by blind 
people)

As a set of methods for a specific implementation than see Martin's comments.
