Summary: ImageLayer refetches image files on zoom

Initial Comment:
ImageLayer has been noted to refetch images from a url 
when a zoom takes place, even if the layer is attached 
to a single, unchanging file.  This has major 
performance implications for an applet.

as of latest version it - doesn't have this problem. People
who require refetching of images from urls on zoom should
use wmsLayer.
