[Geotools-devel] Adding CurvedGeometry support to GeoPackage reader

Hello Geotools developers

We've been finding a lot a curved geometries in GeoPackage files lately 
and these aren't supported by GeoTools.  You get an error like: `Unknown 
WKB type xx`.

I'm wondering if there would be interest in adding this to GeoTools? If 
there is I can create merge requests for it (but if not if there's no 
one to review/merge).

The work mostly involves:

- Update GeoPkgDialect to use org.geotools.geometry.jts.WKBReader

- Update WKBReader to handle z/m ordinates same as JTS's version does now

- Add mappings for curved geometry types to GeoPkgDialect
