There is code in GeoServer to generate svg from geotools features, but we haven't rolled it in to geotools since it does not do styles at all. You're more than welcome to use it - see http://cvs.sourceforge.net/viewcvs.py/geoserver/geoserver/src/org/vfny/geoserver/responses/wms/map/svg/ The directory above also has a bit of svg stuff.
