 Hello! There has been trouble with it on and off all day. If you ever need help go to the IRC channel #osgeo and ask. There is also a formal issue tract for "Systems Administration Committee" here: http://wiki.osgeo.org/wiki/SAC 

It has contact details; issue tracker and so on.

Indeed if I was paying attention I would probably of known they were up to something and sent an email out.
