Okay, time for me to pipe in here.  Unfortunately my duties lately have 
taken me far away from Geotools and whenever I try to get the build up 
and running, invariably it is a week where the build or SVN or DNS or 
something else is broken so I haven't gotten it running in a sad amount 
of time.  I do believe it is important to get the VPF library tested and 
accepted and I do not want to stand in the way of getting working 
solutions committed.  Refactoring and less hacky solutions can always 
come later.  I just hope to be able to keep up with the changes so that 
when I look at the code again, it does not look like Cyrillic.
