then viewing them :-) While it can draw shapefiles into a BufferedImage

A little simple GeoSpatial system usually is not little or simple :-(
On the bright side you have the data so you are off to a good start.
Try out that tutorial and see what you think. If you just want to see
the shapefile you can download a number of Java applications
(uDig, gvSig, OpenJUMP, etc...).
To make a URL from a file you can use the toURL method.
