It isn't clear to me how this is supposed to be done so that it works
(fails softly) in someone else's environment that doesn't have the same
database configuration installed.
Is this documented?

Have a look at some of the test fixtures used by the postgis database.
You configure a fixture.properties file with connection information to a
database that you can see. The test acse completly recreates a very
small table for each test case, so they are all independent.
