#1 CVS unusable - Permission denied

I did the initial import of our files wrong, and ended
up with a geoss directory inside the base level geoss
directory. This seems to have caused CVS to put a
CVSROOT dir in the wrong place, and now I get messages
like this:

cvs commit: warning: cannot write to history file
/cvsroot/CVSROOT/history: Permission denied

No surprise, I guess. The GEOSS project is unusable
right now.

Please just delete the entire geoss directory tree, and
we'll start over from scratch.
