Make dragging and dropping a file onto a bar create a
plugin with proper settings and the correct icon.

The plugins are being created properly, and the settings are
being populated, but the plugin needs to be recycled.

I've (Jaykul) worked on this, but I'm missing some small
step in the implementation, and would appreciate help (Code
is all in CVS)

We need to make this work. Proper working drag and drop
would help separate us from the pack
