#31 Can't specify path in Splash override bitmap

GeoShell\ShellUI\Splash Settings\Override Skin Bitmap

This setting looks for a splash relative to the "skins"
folder, but won't take a path into a skin, requiring me
to copy out the splash if I want to use one from a
different skin.
