#25 "Fully within" does not work for federated search

The "Fully within" option of the search map does not work for federated searches. To reproduce this bug go to gptogc site and check the Data.gov catalogue for federated search. Search for title:"Atlantic Coast Offshore Wind Data" and zoom to this metadata extent. Then clear the search box, check the "Fully within" option above the search map and perform a search. Metadata returned from the Data.gov catalogue have the extent that intersect the given extent, they are not fully contained.
