When I turn it off, GeoNetwork loads. I'm guessing that other working installations must not be using the security manager, otherwise jeeves would cause the errors I was experiencing when initialising logging. I will try to determine exactly which permissions are required for GeoNetwork to work with security turned on sometime soon.
