The pure PHP API now supports GeoIP City and Region.  To download go to:
http://www.maxmind.com/download/geoip/api/php/

There is a sample on how to access the GeoIP City database from PHP here:
http://www.maxmind.com/download/geoip/api/php/sample_city.php

There is a sample on how to access the GeoIP Region database from PHP here:
http://www.maxmind.com/download/geoip/api/php/sample_region.php
