#3 Support IPv4 in IPv6 addresses

6to4 (2002::/16) and Teredo (2001::/32) embed ipv4 addresses in ipv6 addresses. GeoIP should extract the IPv4 address from the IPv6 address (for Teredo it should be the client IP, not the server IP) and do an IPv4 lookup.
