Non-standard data path on Windows
The default location for the GeoIP.dat file on Windows is
c:\windows\system32, which does not exist in all
installations. A better choice would be either the user's
home directory (%HOME%), or the "Application Data"
directory, or the system path (%SystemRoot% or %
windir%).
