#11 timezones invalid

It seems the new timezones in libGeoIP are invalid. For example, Canada/Quebec should give Montreal, and not Halifax, while USA/Colorado should give Colorado and not New York. This is since revision 1.4 of timezone.c, that was generated with the new Perl script. I think the problem lies with the data file the Perl script uses, but I cannot verify this since that file doesn't seem to be on CVS.
