Actually it seems to be much easier than that. Aliassian has responded quickly to requests for individual projects to be set up on their cloud environment (free for open source projects). So you could reach out and request an ogc.atlassian.net be set up for GeoAPI. The OSGeo SAC committee is sorting out a proposal/contract to get a REST API migration script written. So we will get issues and attachments ... but probably not users. It would be a kindness if you could join the http://lists.osgeo.org/mailman/listinfo/sac mailing list as a temporary measure to facilitate this conversion.
