OSGeo board was quite responsive. They are taking steps to to set up Jira
hosting, and are in position to contract out the migration (via REST API)
from codehaus to a new Jira instance. And this offer is extended to the
effected projects (not limited to OSGeo).

It is prudent to plan for a work party in April to manually transition
issues via CSV export (incase an automated solution using the REST API does
not work).
