#50 add GSC Toolkit to website

Under the tool kit go general webservice tools that
don't belong in the GCat software per so but might be
useful to the wider community

From the GSC Toolkit link, go to a page with the
following options ready to fun for external users
(all are pieces of code that are used in GCat in one
way or other, but generic version are also useful):

-google maps (e.g. enter your XML file with lat /
long and render it on the map)
- schema upload and ability to add xid's, doi's,
PMID, comments
- a very basis schena validator - at this point for
admin's, just show the XML that failed the
validation, we can improve in the future
