#5 Change complementation data format

The current format of the complementation data is each line is dilimted by ',', where the first entry is a gene and the rest are its overlapping clones. This should be changed to a java properties format, where the key is gene and the value is overlapping clones dilimited by ','. This way the format would be standardized and hence some facilities be available. Properties class can be used which will detect deviation from the format, hence would improve exception handling and the code handling the format would also be cleaner.
