Who owns that file?
/home/kaddepal/genex-server/genex-server/DB/curated_data/role-db.xml
Does it exist?
ls -l /home/kaddepal/genex-server/genex-server/DB/curated_data/role-db.xml
This sounds like you tried to 'make configure' or 'make install' as root and
that file got its ownership changed to root and then you tried to run make
configure again as yourself and thus you don't have permissions to change it.

PS - if you have problems with svn, please let us know immediately - the svn
server runs via apache2 which sometimes seems to stop occassionally for reasons
still unclear.
