I believe this must be handled in the same fashion you might normally
handle it under any EC algorithm.  Of course we never want the diversity
of our population to get too low - we have to deal with this problem
whether it's a parallel or serial application.  Perhaps a diversity
measure can be used to control mutation rates?

Good questions.

Absolutely!  Having some basic parallel structure in place will provide a
nice testbed for many ideas.  Meanwhile, it seems that the next steps are
clear, and the details can be worked out as you move forward.
