[Geneticd-devel] Addedd class ConfigFile

I added a "Config file" class, that should read, parse and manage 
configuration options for geneticd. I also added an admin command, "parm", 
that let the superuser to see parameters, and to change some parameters 
(those marked dynamic, that can be changed after the engine has started). I 
always thought this was a COOL feature to add.
Now I have to fine tune it, add more parameters and write a decent config 
file. But this are minor works.
