#7 Allow organizing parameters

Parameters in Parameters Table are at present is
organized per module.

This might not be the best organization technique,
there is a suggestion to organized it according to
importance.

It is important to note that the measure of the
"important-ness" of a parameter can be dependent on
arbitary measures. For example, in a very long list of
parameter, you might want to organize them according to
the frequency you expects uers to change it. In another
case, the developer might decides that it is better to
place important parameter first.

This view (of organizing parameters according to some
measures of importance) is acceptable when one view the
parameters list as originating from a pipeline.
Although originating from modules, the importance of
the parameters in some respect is derived from the
importance of the modules

Using the same arguement, the case when one view the
parameters as originating from individual modules are
more difficult to make. Nonetheless, I believe the case
for organizing parameters according to one's need/view
is made.

Ideally, to accommodate both developers and users, we
should permit developers to set a default order, and to
allow users to change them. To do so means the
necessity to implement "Move Up" and "Move Down" on the
parameter table and the associated logic. This will be
the long term goal.

In the short terms, only the developers can determine
the organization of the parameters, via its XML
descriptors.
