#11 "Cannot find <file>" error message at startup spooking users

With IDE workbench and RCP interface, if the user
shutdown the program, delete files and restart the
program, the editor for the deleted files will display
the following error messages:

"cannot open file/tmp/b.epl

class java.io.FileNotFoundException: /tmp/b.epl"

then, after clicking OK, it will say

"No pipeline was detected."

After clicking OK, the editor will show the standard
Eclipse page consisting of a message and a "detail" button.

Field trial suggests that users are sometime spook by
these messages. Perhaps a better rationalization of the
message is needed.
