#2 xlevdist() function bug

The xlevdist() function/method of the SeqMatch class
found inside etc.inc or etc.inc.php has a bug which
causes it to return erroneous results (levenshtein
distance between two strings) when given a very long
string and a very short one.

STATUS: Frankie has submitted new code that fixes this
which will be released in BioPHP 1.1.
