#240 Visual distinction between global & local modes

The Ontology Term Editor can be in global or local modes. In OE1, the icon for global vs local (which looks sort of like a squished smiley face to me) turned green for global and white/light gray for local. Maybe we should do this in OE2 to make it more visually obvious which state an OTE is in. (OE1 also made the background of the OTE light gray in local mode, but this was so subtle as to be almost unnoticeable.)

    In b40, OTE and Graph Editor now turn light gray in local mode.

    I'm now doing a direct comparison between OE2 b40 and OE1.101. I prefer the subtler difference in 1.101; I find the OE2 shade of gray dark enough to make it hard to read the text (term names).
