I have added a new file which is required for startup of the server. 
data/libdata/npcgoals.xml

This file contains goal chain information, which is used when scheduling NPC
goals and plans.  The file descibes the basic goal structure, and which goals
are sub-goals of other goals.  In this way, an NPC can simply select the target
goal, and the engine will automatically assign all the sub-goals needed to
achieve it.
