#4 dtd is not properly reloaded

1. Open an XML document which has a DTD attached to
it.
2. Modify the XML document. Save it.
3. Close the XML document.
4. Modify the DTD.
5. Reopen the XML document.

GenDoc will still use the old DTD. This makes it hard to
edit/create a DTD from an example XML file which is still
evolving.

This is the cache system of Xerlin/Merlot that doesn't
reload DTD.
