No

Nothing happens when I click the rest button in the lower right-hand corner of the game window. I am not using the widescreen mod. The version of GemRB I am using is 0.8.4.

Which area are you in? PST is a bit different when deciding if resting is allowed.
Are you using 0.8.4 or the latest snapshots (version 0.8.4-git)? Any errors in the log after you press the button?

The only place where I have noticed the rest button to have an effect is the Player's Maze. However, it only slightly heals TNO, and there is no video. I am using a snapshot from the middle of September. There are no errors in the log.

Hmm, interesting. An important regression was fixed for pst on Oct 10th, but that should have no effect. I do suggest you update anyway, so new areas can't have problems (eg. portals not appearing).

Back to the topic at hand. I've ran some tests and all seems fine. Eg. I can't rest in the mortuary, since it is marked a tutorial area, but I can somewhere late in the game with Deionarra. What makes it all non-obvious is that we don't have the head-up messaging implemented yet, so the normal message that would be visible in other games (can't rest reasons or rest duration) are not displayed.

Do you know of any area in particular, where in the original you could save, but not in gemrb?

I just built the latest snapshot, and I am still unable to rest. I am in the Mausoleum in the Mortuary districut of Sigil.

But was it allowed in the original, that's the real question. The game data says NO.
In the last build, I added more regeneration support, so now TNO or others with high constitution will heal appropriately.
